Created on 1 January 2012, Espace Communautaire Lons Agglomération comprises 32 communes with a population of around 35,000. ECLA has decided to launch a multiservice card project to make life easier for citizens and facilitate access to public services using a single medium (card or mobile).
Initially, the target services will be media libraries, swimming pools, museums and public transport.
ECLA has chosen the OTIPASS MultiPass solution, which is already in use in the Lille, Montpellier and Sète agglomerations, confirming that this range of services meets the needs of areas of all sizes.
The Otipass MultiPass solution is a multiservice pass management solution in SaaS mode, comprising a back office for administering the system, a website for user registration and a mobile application for dematerialising passes.
The card will be compatible with the AFNOR AMC standard to ensure compliance with the regulation on the protection of personal data (RGPD).
ECLA has also decided to use the transport module offered by OTIPASS to manage access to school and intercity buses. This module will enable ECLA to respond quickly and cost-effectively to the region's request that the local authority take charge of registering pupils for school transport from next summer.
Philippe Rousselet, Chairman and founder of OTIPASS, commented: ‘This project consolidates our position as leader in the multiservice citizens’ pass market, thanks to our generic yet feature-rich offering.
It also demonstrates our willingness and ability to offer transport and mobility services to small and medium-sized local authorities’.
